Rules and Regulations Minor Categories Rules

1. Premise:

That the Festival “PAN IS BEAUTIFUL XII” Trinidad and Tobago National Steelband Music Festival shall be conducted under the guidance of a Festival Management Committee.

That the Festival “PAN IS BEAUTIFUL XII” Trinidad and Tobago National Steelband Music Festival is open to Senior member steelbands only and not open to Junior Bands of the Large Bands nor to school bands or bands that compete in the Junior / School Steelband Music Festivals.

That Entrants / Participants in this Festival – Pan Is Beautiful XII must be registered and fully paid-up members of Pan Trinbago Inc.

That the Minor Category – of Pan Is Beautiful XII – Trinidad and Tobago National Steelband Music Festival be structured to engage the participation of registered Bands / members of Trinidad and Tobago.

2.  Short Title

  1. These Rules shall be cited as the Minor Category Rules for the PAN  IS  BEAUTIFUL  XII  Trinidad and Tobago National Steelband Music Festival 2013.
  2. These Rules shall apply to all Soloists and Ensembles  registered to  participate  in  the  Minor Categories  of the PAN IS BEAUTIFUL XII – Trinidad and Tobago National Steelband Music Festival 2013.

3.   Definitions:

  • Adjudicationshall mean person or persons appointed by the Festival Committee of Pan Trinbago 1986 Inc. T.C., to evaluate and merit the performances of all participating Bands.
  • Alternate Adjudicator(s)shall mean person(s) appointed by the Festival Management Committee of Pan Trinbago Inc. T.C., to evaluate and merit the performances, but whose scores/outcomesdo/does no affect the Aggregate Scores. The Alternate Adjudicator shall however take the place of any of the other three (3) seated Adjudicators who may be unable to function for the entire stage of the competition for which they have been selected.
  • Ballot Systemshall mean the process used to determine the performance order of all competitors.
  • Soloists  shall mean a single competitor performing on any steelpan instrument a  musical composition of their own choice, played  in  accordance  with  the  musical scores submitted and performed  for  a period  not  exceeding six (6) minutes.
  • Ensemble shall mean any combination of Pannists/ Musicians performing in concert on steelpan instruments and that the configuration is not less than ten (10) Pannists/Musicians and not more than fifteen (15) Pannists / Musicians inclusive of Rhythm.
  • Test Piece shall mean“RESPECT THE STEELBAND” -the Musical Composition of Dr. Leroy Calliste (Black Stalin), selected by the Festival Committee,which shall be performed by the ENSEMBLES ONLY- AS ORIGINALLY SCORED, and thereafter be subjected to free and appropriate variations, for a period not exceeding Six (6) minutes. 
  • Piece of Choice - The Ensemble shall also perform any   musical composition of their own choice – that will not only test the skill of the pannists/musicians, but will also highlight the beauty and versatility of our National Instrument. The Piece of Choice is to be played in accordance with the Musical Scores submitted and performed for a period not exceeding eight (8) minutes.
  • Participants shall mean performers or competitors as Soloists or Ensembles duly registered for the Festival.
  • Designated Playing Area shall mean such area, estate or venue, selected by the Festival Management Committee of Pan Trinbago 1986 Inc. T.C., and within which competitors shall perform for the Festival.
  • Festivalshall mean the Pan Is Beautiful XII Trinidad and Tobago National Steelband Music Festival.
  • Festival Management Committeeshall mean the group or persons appointed by Pan Trinbago 1986 T.C., and so charged with organizing and conducting the Festival.
  •  N.B. – NOT LESS THAN FOUR (4) CONSECUTIVE FESTIVALS MUST ELAPSE BEFORE A COMPETITOR/ENTRANT CAN REPEAT ANY PIECE OF MUSIC IN THE CURRENT FESTIVAL.
